I'm here to help answer your room temperature control questions.
First, lets see how the system works. 
This is a basic Air Handling Unit
It Cleans
Tempers
and Moves
Air
The Air Handler provides air to your work space
This is a VAV reheat box
From the Air Handler, air comes here
- (Variable Air Volume)
A damper controls how much air to allow into a space
A heating coil increases the air temperature as needed
This tempered air now flows into your work space
tells the VAV if you need more heating or cooling to get to your setpoint
The Thermostat
Make friends with your neighbors. Not every room has a thermostat, many share control in zones. 
How to set your temperature
Remember
This works differently than your home AC
You won' t hear the Air "kick on"
Air is always flowing, it varies the amount and temperature
If you're working after hours or on weekends your office likely won't be set to a comfortable occupied temperature.  To occupy your space give the thermostat buttons a push.  If your building has the ability your comfort control will start working.  
Not all buildings have this feature.  To meet efficiency standards it often doesn't make sense to turn a buildings air handler on for just a few spaces.
