To better inform voters, City Times has produced an explainer video for Proposition 16.
Proposition 16 would repeal Proposition 209, which banned the state from discriminating against or favoring any individual on the basis of their race, sex, color, ethnicity, or national origin.
The proposition is tied to affirmative action, which is a set of policies adopted by governments and institutions to take proactive measures to increase the proportion of historically disadvantaged minority groups. In the past, affirmative action has taken the form of racial and gender preferences.
