Imagine if you could live in a place almost entirely free of disease...
A place where pretty much everything is handed to you...
Where "What am I going to be happy/grateful for next?" is your biggest (oops, I mean ONLY) concern...
Would you sacrifice it all to live here?  Or would you give up your opportunity so a loved one could go?
(Hint Hint:  This place underwater)
This was the difficult choice that many people had to make  when the "Divide" was going on (a time where  many had to evacuate the surface of the Earth, as it was no longer suitable to live off of.
Some were able to live "Below" (underwater) in a place called Atlantia.
Others were forced to live "Above" in a deemed unsuitable environment, where they would supposedly spend their lives working hard labor and live a short, painful life.
This is a challenge that Rio Conwy faces.  She wants to go to the Above and see the stars and  real trees, but this is frowned upon in Atlantia.
After the Divide happened and became fully established , the Ministers decided that young teens at the age of 16 must make a decision at a Ceremony: go Above and work a short life of excruciatingly hard labor, or stay Below and live a nice, relaxing, long life free of disease (for the most part).
Bay thinks that this would be her opportunity, but when her mother suddenly dies, and she becomes orphaned, she makes a pact with her twin sister, Bay.  Rio will stay Below so that they could take care of each other.  (They cannot both go Above, since one person per family needs to stay Below and supprt their lineage.
Time passes, and everything seems to go perfect, until Bay makes a decision that shocks the recycled air out of Rio: she decided to go Above!
After Bay leaves, Rio meets a man named True Beck, whose best friend, Fen Cardiff, decided to go to the Above, and quite mysteriously, too, similar to Bay. True reveals that Fen and Bay might have been a couple, and decided that they wanted to run away together?!
Rio then tries to make it to the Above to confront her sister, a task that no one has ever done on their own (apart from the doings at the Ceremony). Will she make it?  Find out in...
A book that appeals to lovers of mysterious dystopian societies, that are over the age of ten (some concepts discussed in the book are a bit violent and creepy, and I would say that the age of ten is a good point where it should be tolerable for a reader.)
A book rated 3/5 stars...
Rationale:  The book was pretty predictable from the start and there was not even a hint of an element of surprise. The author continuously foreshadowed, but did not leave any open-endedness to leave room for a prediction or thought, since everything was pretty set in stone from the beginning. Also, nothing really made sense and it was not that tied together.
A book with the following:
Theme: There is always a cause for every effect. 
Tone: For the most part, oblique, but at some points somber, serious, and dire. 
Mood: Some mystery and intrigue, with a side note of creepiness and confusion.
