My personal Statment of The Book
It seems Plausible that 'Day of Deceit' have a strong point upon the Invasion of Japan and FDR. The government knew the invasion of Japan prior.
Here's the Reason Why
FDR Government's Intendency To Go To War
When Germany, Japan, Italy threaten countries in three continents, a memorandum made in Washington sent to FDR's two advisers mentioning about provoking Japan into War against U.S. This address was made by Lieutenant Commander Arthur H. McCollum(head of Naval Intelligence)
2. Further Info of Arthur McCollum
McCollum's 5 page memorandum on October 1940, intrigues U.S joing WWII with Britiain against Nazi Germany. The eight ations that follow will make Japan apparently invade Hawaii through ground, air, and naval force in the pacific region. The so called 'Oven Act' was  sent to Pacific Commanders. One of Roosvelt Cabinet members, secretary of War Henry Stimson, favored this policy prior to war.
3. FDR's 'Four Steps' After winning the presential election
Right After FDR won his presidency, he proceeds with big four steps.
Sending America's First peacetime Draft Act to CongressCalling National Guards to Active DutyTraded 50 old US Navy destroyers to EnglandHe signed $5 Billion creating two-ocean navy that include 100 aircraft carriers.
4. The Interception and Corresponding Radio Station H
Two Dispatch was sent by General Yamamoto to the first Air Fleet on November 25 while 31 warships were anchored at HitoKappu Bay. Yamamoto first broke the silence on November 26 to direct the Japanese Air Fleet to advance to Hawaii.

By the time of the invasion of Japan, America was in the situation where it could not get out of war. America kept giving pressure on Japan including restrainig oil which was essential for Japanese War Operation and its influence on Asia.

It is doutable that America, the country that has full of resources and militar powers, was not ready for the attack. Therefore, it seems like Robert Stinnett's claims are right.
