Definition:
Hazards are something that threatens life. They can be situations that occur naturally.

Risks are the results of something hazardous happening.

Difference
The difference between the two is that one is 
the result, while the other could be seen as the 'cause'.

WHAT IS FLOOD?
a type of natural hazard where water overflows on dry land. The water ends up pooling together as a result. Sometimes a water resource (river, lake or pond) gets flushed with too much water.

(Unusually heavy rain sometimes causes floods.)

     TO OVERCOME
Prior to a flood, turn off your gas, electricity and water.

BEFORE A FLOOD...

Prepare emergency goods, like skyflakes, water, canned goods, etc.  and place them somewhere safe, waterproof and easy to retrieve.

Place valuables somewhere safe as well so that they may not be damaged during the flood.

Close your windows to prevent water from entering, and close your curtains to prevent flying glass.
